Social housing: Lisbon/Porto Alegre. Time, space and popular participation

Abstract

The present paper proposes a discussion about social housing by considering as a case study the comparison between a European city (Lisbon, Portugal) and a Latin American city (Porto Alegre, Brazil). For the purposes of this research we decided to focus on two communities: Condominio dos Anjos, in Porto Alegre, and Barrio Horizonte, in Lisbon. These choices were based on three central arguments that are simultaneously confirmed in both communities: the geographic centrality of both neighborhoods; the scale of the communities in terms of population and area; and the identification of active popular participation related to housing demands in the studied historical periods.
