Abstract

The growing expansion of comrnerce between Spain and Indies made necessary the creation of a series of new Consulates of Commerce, institutions that were adopted not only for the resolution of commercial conflicts, but also as a tool for the promotion of commerce, agriculture and the economy in general. The erection of the Consulate of Puebla in 1821 motivated numerous reproaches from Don Carlos María de Bustamante, distinguished politician and lawyer of the time. Inside his famous critic La Puebla de los Angeles bien entendidos he proponed to the government a Proyecto de Ley para el Consulado de Veracruz y demás marítimos, looking to modify in a definitive way the institutional operation and the legal regulation of the Consulates.
